Lilian is a Colombian engineer.  Since 2004, he has worked with the NGO Colnodo in research, management and implementation of Information and Communication Technologies for Development (TICpD) projects related to community networks, gender, appropriation, education, government, among others; She is also a consultant with other organizations and companies in technology projects. She is part of APC's Women's Rights Program, with whom she has participated in different activities and events discussing and promoting the participation of women in technology.
