Kelly leads the office of The Democratic Society in Brussels.

She's working to develop participatory and deliberative democracy across Europe, which includes projects exploring models for networked European democracy; establishing a new network around Open Government in the EU; collaborating to support the Incubator for Participatory Democracy; and researching citizen engagement in research and innovation.

Previously, Kelly was based in Edinburgh, where she supported the uptake of digital tools for participatory budgeting across Scotland. Over the last few years she's delivered projects, training and events working in a venn diagram of government, public services, charities, academics, digital and communities.
