Doch wie kann eine Regulierung von sogenannten Informationsintermediären aussehen? Die Ansätze sind divers: Von der Selbstregulierung der Plattformen bis zu der Frage, ob Gesetze zu diesem Zweck geschrieben werden müssen.

Im letzten Jahr hat so manche Nachricht zu Suchmaschinen und Sozialen Netzwerken die Öffentlichkeit in Atem gehalten: Trump und Gerüchte um die mögliche Beeinflussung der US-Wahlen, Hate Speech und Fake News und die Debatte um vertrauenswürdige Quellen, Fragen danach, ob Nachrichteninhalte ein geeignetes Werbeumfeld sind und zuletzt die Ankündigung von Facebook, Lokalnachrichten von relevanten Anbietern nun doch zuzulassen. Immer lauter wird die Diskussion darüber, ob Plattformen mit potentiellem Einfluss auf die öffentliche Meinungsbildung wie Google und Facebook reguliert werden müssen. Demokratische Werte wie Transparenz, Diskriminierungsfreiheit und Auffindbarkeit müssen in die digitale Welt übersetzt werden. Aber wie? Soll die Verantwortung und Entscheidungshoheit über Qualität und Relevanz der Inhalte allein bei den Plattformen, also bei den Unternehmen liegen, frei nach dem Motto: Schön ist, was gefällt? Welchen Wert haben journalistische Angebote in der digitalen Öffentlichkeit? Wie weit darf und sollte die Regulierung durch Gesetze, Aufsicht und Standards gehen und welche Möglichkeiten gibt es hier überhaupt?

2. Discussion Smart Regulation: How do we secure media diversity and the digital public?

In the last year, many news about search engines and social networks kept the public busy: Trump and rumours about the possible influence of the US elections, hate speech and fake news and the debate about trustworthy sources, questions about whether news content is a suitable advertising environment and finally Facebook's announcement to allow local news from relevant providers. There is increasing discussion about whether platforms with potential influence on public opinion such as Google and Facebook need to be regulated. Democratic values such as transparency, non-discrimination and discoverability must be translated into the digital world. But how? Should the responsibility and decision-making authority over the quality and relevance of the content lie solely with the platforms, i.e. with the companies, according to the motto: "Beauty is what you like?" What is the value of journalistic services in the digital public? How far can and should regulation go through laws, supervision and standards and what are the possibilities here at all?
